There are few channels to really reach anyone at IBM who could/would
listen and could make a difference in this. Fortunately, we have someone
in our office that tracks all IT-related contracts. She starts the process
of support renewal well in advance. I think we also work with one of the
business partners who tracks it and sends us notice. There used to be a
publicized e-mail address/web-contact form for Sam Palmisano. The page is
still active (https://www.ibm.com/scripts/contact/contact/zz/en/sjp/), but
I don't know how much help he would be. it took a while, but I finally
found the equivalent page for Gini Rometty:
http://www.ibm.com/scripts/contact/contact/zz/en/ginni/

I would say send a message to her with your concerns. She may or may not
ever read it, but it just might get someone's attention that can work to
start rectifying the situation.
