I have seen the same issue before, but I usually monitor data structure arrays instead of rely on the tooltips. It is frustrating when the mouse accidentally moves over a field that has this problem... but then not all DS arrays have this problem. The problem is too intermittent for me to put time into raising a PMR, I'm afraid. (Selfish of me, I know.)

Not saying you shouldn't use hover, only that I use an alternative method. I add individual variables to Monitor and then I can see them all together in the same window at the same time. They change colour when their values change, and often enough that's more important to me than the exact value.
