That's certainly not bad advice, but...

Its not as if free format is some brand new cutting edge technology; its
been around a long time.

We're talking about free-form D-specs, which actually have not been
around all that long, by IBM midrange standards. They still had not
been introduced when 7.1 was initially released. Someone else can give
you the exact date that free-form D-specs became available, but I'm
sure it was not earlier than the fall of 2013.
