Which part of the outline would you want the button to show you? Probably within the sub-procedure/subroutine section (my preference if we can't have a current location name next to the cursor position in the editor itself), but it might be nice to have the outline show you the current prototype, file, data structure or field section as well. Or even all of them at once!

I agree that when the outline jumped around, it was extremely hard to use.

What I'd like to see is just another button that you could just press to find your current source location within the outline.
That way, when you want to actually see your current procedure in the outline, you could just press that button.
The idea is similar to the "Expand Current Bookmark" feature in Adobe Reader.
