That is correct. The work-around in the APAR was to turn incremental find
off.

I think the find dialog sequence was fixed provided you turn off
"Incremental find" in preferences. With it off, the tab sequence flows as
most people would expect. With "Incremental find" turned on, the tab will
skip from the "Find" string box to the check boxes--blowing right past the
"Replace" box. (Pardon me if my names aren't correct, I don't have access
to RDi right now.

I believe you are right as I remembered that too. I searched and found:
APAR SE59296 - RDI 9.1.0 LPEX EDITOR FIND DIALOG TAB TRAVERSAL ORDER IS
INCORRECT
Which shows as fixed for 9.1.1 but it seems to be one of those things
that
make you go hmmmm....
