Thank you to Vern and Dave! The IBM i Application Developer was checked, but the debug selection was not. I'm good to go now, many thanks to all who responded.

In Preferences, under General, look for the Capabilities item.

In the list in there you should see an item, "IBM i Application
Developer" - is it checked? Or is the checkbox filled in?

In any case, click on the Advanced button near the lower right. In there
you should also see "IBM i Application Developer", but it has an
arrowhead next to it - click on that to open up that item.

In THAT list you should see "IBM i Debug" - it needs to be checked, or
you won't have it.
