I agree there is no reason to maintain the s/38 flag for the database source physical file. There is however, little reason any tooling should exclude them, at least without giving an option to override that behavior to allow including them; i.e. while the PF38-SRC may seem to imply the sources are all S/38 and thus there may not be support for whatever source appears in the members of the file, there is no restriction on what types of languages\sources are in any particular source file [except perhaps per record length].

A similar issue has been discussed in the past. I could not find a message thread on this list\forum, even though there was an explicit statement of cross-posting here, the following discussion; the link, included below. The following discussion may be of interest to ensure the alluded "create a new source file, copy all ..." is effected in the most desirable manner, if attempted as resolution; specifically those messages links under the thread link [the first has a link to a post I made on Jul 23, 2010 at 2:30PM (incorrectly attributed to SystemAdmin) to a DeveloperWorks forum with text starting with "Why does it matter"]:
