I have noticed this also.
This goes back as far as WDSc 7.
Can not always figure out why it happens, and sometimes it does the
insertion of the mod mark when it is saving the member.
If I can catch it before exiting from the editor, I can turn off the mod
mark insert and then do a Ctl-Z to remove the unwanted ones.

It would be nice to be able to figure out why it only happens sometimes.
It only happens when saving a member when the insert mod marks is active.

That's only semi-silly - it may be what you need to do - IF that affects
the addition of these marks.
