I had this problem with local help on my work machine at both 9.0.0.0 and 9.0.0.1.  After the update to 9.0.1, the help system finally initialized correctly, and I thought I was good until I tried to open Help Contents and got an error about a classfile (as opposed to the Jetty error I was getting previously).  I went into Preferences and found that the update had disabled remote help and enabled local help (the opposite of the way I had it when local didn't work).  I enabled the remote help again, but didn't disable the local help, and tried again.  It thought about it for a minute, then opened properly, showing the 127.0.0.1 in the bar for local help.  I went back in and disabled remote help, tried it, and found that now it finally works correctly.  Apparently something needed an extra little kick to get it going.

Anyway, I'd suggest you try enabling both remote and local in Preferences, and see if it fixes your problem like it did mine.

Edmund, do you think I just got lucky, or might there be a good reason for this to happen?

I had a help problem when 9.0 was initially installed/upgraded from 8.5.  I
have been running 9.0.1 on my office PC for a number of weeks now, and no
issues with HELP function using the local copy.

I upgraded my home PC from 8.5 to 9.0.1 in the last 2 days, and I now have
issues setting help to access the local content on that PC.  I can access
the remote help, but can not set or connect to the local content.
