I agree - I'd like something like do the nesting that applies wherever I am, and if NOT in a block, there'd be none.

So who's going to submit the RFE? Do we nominate Kurt?

It would be nice if there was a Jump to Top of Current Block (maybe worded better - grin), as then it could be combined with these existing functions to give you what I think you were expecting. Ooooh. Ok, so in order to get it to work, the cursor needs to be on the line with an opcode that is used as a part of the nesting. This is very unintuitive. Doesn't even work on the entire If condition if it breaks across multiple lines and you select anything but the first line.
