I have many co-workers, who are MUCH older than me. Many have less than 3-years until retirement. I still have almost 20 years until retirement...
So, from their point of view, why invest in learning new cool tools, when they are going to retire soon? Would an auto mechanic, who is going to retire in 1-2 years, invest a lot in new tools? Why? That is just plain dumb...

Even a new developer, under 5-years experiences is swamped, so he has no time to learn a new programming environment. And his Older mentors don't use this "new Fangled" IDE. So, he doesn't either. By the way, he works in another building/department. Otherwise, I would be showing him the power of Rational Developer...
And the install process is "sort of" complicated. Download the trial and install. Then open a help-desk ticket to get the permanent license to install from the company license. The official company CD is the old RDi 7.5, way outdate now...
My C# developer co-workers show me the simplicity of Visual Studio. Although they have to use Eclipse for Android development. But, they are now using the simpler Free Android IDE. They like how much Cleaner and simpler that IDE is over ECLIPSE. They are supporting mobile development for iPhones & Androids. Among others.
Eclipse is Great! But, in a way, it "Too Flexible" for newbies...
You have to go through preferences to change the font and zoom on the font. While on Visual Studio, you can zoom in & out on the Font with a scroll wheel on your mouse, or shortcut keys.
Count me in as a BIG FAN of Rational Developer & Eclipse. But, the initial learning curve is HUGE! It is hard to get newbie productive on it right away....
It would be nice to have a "Gateway" or "Lite" version to bring more people to the Rational Development world. But, I completely understand why IBM does NOT have a lite version.

Well they frequently have to update their tools for new technology - and do so because it makes them more efficient. They also have consumables (i.e. maintenance) in the form of blades, drill bits, new battery packs, etc.
I appreciate it is not a perfect analogy by any means. On the other hand I don't know of many carpenters that make $100 an hour which is not unheard of in the programming field.
