The first statement in my CL was changed to CHGDBG. In RDP I created a SEP for that program with a breakpoint on the CHGDBG statement. Unfortunately the statement ran w/o the breakpoint stopping on it. (In RDP I see the little blue square next to the line number after setting the breakpoint.)

Little blue square? Breakpoints are circles with a checkmark...

Don't try to set a breakpoint before beginning the debug.
Here's how I use SEP debug:

1) In RDp, right click the member in the filter, Debug using SEP
2) In green screen, call the CLP that sets up the test environment and
CALLs the RPGLE.
3) When the CLP gets to the RPGLE program, RDp switches into the
Debugger view, stopped at the first statement.
4) Set breakpoints. To set a conditional breakpoint, first set the
breakpoint then right click the breakpoint icon (blue circle with
checkmark) and Edit Breakpoint. Conditions on the second page.
