When you did the install, were you signed on as administrator AND choose
the option when you start WDSC to 'Run as administrator'?

You could also try to restart with the -clean option. What I usually do
is make a copy of the shortcut that I use to start WDSC, then right click
the copy and select properties. On the shortcut tab for the 'Target, add
the -clean option. It'll look something like this: "C:\Program Files
(x86)\.....\eclipse.exe" -clean
with your path info where I put ....
Note the -clean option is outside the double quotes
(and be sure to 'run as administrator' until the install is successful.
Once it is running correctly you probably won't have to run as
administrator anymore.
