You are doing it the correct way. If you submit the Service Request (SR)
(AKA APAR) ignoring the "not entitled" warning, then the SR will be
submitted. I did this recently (last week), and within the same day I
received a call from IBM asking about my license and entitlement. I was
quite surprised by the quick response. In our situation we have the wrong
customer number assigned to our RDP purchase which is why we are not
considered entitled, but I cleared this up the IBMer on the phone.

What's the proper way to open an APAR? We obtained the license keys for the
software with 12 months maintenance in July or August. But if I go to the
support website and try to enter a service request (SR), it tells me I'm not
entitled--that I can continue, but it processing the SR will be delayed.
