I will *guess* that the install was started without using the
Run-As-Administrator (R-A-A) action. So in that case just to be sure that
the install of IM and WDSC has a chance to work I would first uninstall
WDSC with IM (starting IM with R-A-A). Then close IM. When IM is closed,
start the launchpad.exe program in the WDSC install image with R-A-A and
install WDSC.

I would be remiss to not point out that WDSC is no longer in service and
was never intended to work on Win 7 but that RDP 8.5 is both currently in
service and will run on Win 7 in 32 or 64 bit environments.

One of our developers installed WDSC7 on a replacement laptop running

The installation went fine, the product seems to start up ok, but he
gets a dialog box...
WebSphere Development Studio Client Product Plug-in is enabled for
licensing but no license key is available.

This is the standard edition, I've never had to deal separately with a
license before...
