Enhanced Compare Selection Interface

As Edmund mentioned, you can download to a project without sequence
numbers and use one of the eclipse compare tools. This works, but an RSE
compare ignoring sequence numbers would be better. Ideally, we'd have
options to turn on sequence number/change date compares if you really
wanted them.

If someone could write up the RFE, and it racks up a few votes, then I
hope we'll be able devote some resources to this in the future.
