Thank you to those who responded to my issue. Applying the upgrade to WDSCi 7.0.0.8 did the trick. I can now launch WDSCi from Windows 7 32-bit laptop to our IBMi V5R4.

I've been looking on-line for a while but haven't found any answers as of yet.
