I would swear that the "padded" effect started with a mod to RDP 8, but not
sure. I do remember that the records used to be truncated before and now I
noticed a while back that they're not always. It's annoying.

I'm not in front of it now but I do seem to remember a preference for it.

It also does this (the error) on blank lines. If there are blanks out
to column 80, it fails.

When I open a member, every line is always filled with blanks to
column 80, meaning the block comment will never work.
