For the IBM i tools that you are accustomed to you likely only want to
install and license the development tools for i.
If you want a license to the AIX tooling as well I am sure the sales folks
would be happy to hear from you.

I just installed RPD 8.0, and after downloading all the applicable license
keys from the IBM Rational License Key Center, still have 'COBOL
Development
Tools for AIX' with a trial license type. Anybody know where to get that
license activation kit?
