SWEET!! It appears the key was to copy from within RSE under local
connection like you said instead copying from my desktop outside of RSE.
It appeared to have imported the savf correctly now I hope I can restore
them by right clicking and doing a restore objects.

Yes, if you start with right-clicking on the file in RSE (under the
"Local" connection), then you can paste a .savf to any library where you

have authority.

Are you sure about that?

I'm pretty sure that the RSE knows that objects in libraries can't
simply be copied & pasted to & from a PC directly.

I just tried it ... and, although the paste option showed up when I
right clicked on the library, the action didn't do anything.
