"WDSC client for 5.4"?

I'll assume you mean WDSCi v7, though if I recall correctly, WDSCi v6
originally shipped with v5r4...

But in either case the answer is no. Now, WDSCi v7 did include a
screen designer preview but only in the Advanced ($$$) version.

It wasn't till just recently when RDp 7.5 shipped that production
versions of both the screen and printer file designer were included in
the toolset formerly known as WDSCi

However, in with your WDSCi disks, you should have one labeled:
"CoOperative Development Environment and VisualAge RPG V6.0 component
installation" aka CODE.

CODE includes a visual screen and printer file designer.
