I have the same symptom; inconsistent failure of line commands Copy with After or Before. The inserted lines are blank. I turned off column-sensitive editing. Now these line commands work consistently and perfectly. Two cases were C+A does work with c-s editing; copy a blank line, copy a comment line.

I've noticed a similar failure with (non-line-command) copy/paste operations. Sometimes column-sensitive editing causes some or all of the pasted text to be truncated.
