I think I had to do some searching when I went to RDi 7.1 as well.
Snippets is in Window-Show View-Other-General-Snippets.

Maybe its a symptom of being RSE built on Eclipse, but everytime I try to
search for something like this in "help", all I get are Java development
type answers.

That is interesting -- I thought Rdi 7.1 did not support Snippets at
all...

I did a fresh install instead of migrating, so that may be why I could
not find the view.

If it is in there, they did a masterful job of hiding it :)
