Just a FYI.

I sorted it out in the end.
I had to do 2 things as follows:

1: Within Windows, in Control Panel/ Regional settings/ Advanced.
I added codepage support for everything in the list (I could have just chosen the Code pages I was interested in, but I figured I may as well add everything to be sure.)

2: I downloaded this version of the Java runtime
https://cds.sun.com/is-bin/INTERSHOP.enfinity/WFS/CDS-CDS_Developer-Site/en_US/-/USD/ViewProductDetail-Start?ProductRef=jdk-1.5.0_06-oth-JPR@CDS-CDS_Developer
Which supports Eclipse 3.2.2

I tried editing a member with each point installed individually but it didn't work, I had to do both changes.

After that, everything worked fine.
