Thanks David.
Now I'm sure it's not there yet.
So I tried the update again, (new day) and now the relevant messages in the details tab are
Unable to access "jar:file:C:/RSE_Enhancements_1.0.0.zip!/".
Unable to access site: "jar:file:C:/RSE_Enhancements_1.0.0.zip!/" [no entry name specified]
Unable to access site: "jar:file:C:/RSE_Enhancements_1.0.0.zip!/" [no entry name specified]
It seems that if I extract the file I can't set a folder as an update site. If I put the zip file there I get the errors.
Does anyone have an idea what I've done wrong?

Okay, had to add the zip file as an archive site. No matter what
folder I tried it gave a message that "selected location did not
contain an update site. Please select another location." When I used
archive site it went through the motions and then said no updates
found. How do I tell if it was installed?

If you click on Help > About, and click on the Plug-in's button, you should see the plug-in listed with the provider name "midrange.com".
