Yes it was part of base WDSC, but not for very long. The EGL tooling was the first piece of WDSC that got unbundled. A very early version of EGL originally appeared in WDSC V6, but by the time of WDSC V7 it was already unbundled as something called "RBDe" or the Rational Business Developer extensions. As of V7.1 of the tools, though, RBD became a standalone product that could either be run buy itself or could share a workspace with other Rational products. For example, RBD + RDi is RDi-SOA.

What I'm confused about are various concerns about having to 'pay to learn'. That is certainly a concern going into the future, but my versions of WDSC for my home setup as well as an install at work aren't likely to "wear out" any time soon.
Well, unlike WDSC which was already pretty well baked by V6 and certain perfectly usable by V7, EGL really gets significant fundamental improvements with each release. EGL in V6 looks nothing like today's product.
