Robert, when you install WDSC V7.0, at the first page of the Installation Manager wizard where WDSC V7.0 is listed for install, you can click the "Check new versions" button at the lower-right corner and it'll find the V7.0.0.6 update. Then you can install V7.0.0.6 directly. There's no need to apply any of the previous updates. If you have V7.0 installed (without any updates), you can apply 7006 directly.
The 7.0.0.4 fixpack said it could be applied while installing from CD by adding a repository (or whatever IBM calls that). The result did not work for me.

Since this takes ages to install I would personally install 7.0.0.0 from CD, allow the Installation Manager to update itself to the latest version and THEN just let the Installation Manager pull the needed files from IBM over the net.
(My experience with installers is that you usually get the best results by doing what the most people do, since that is the most tested :) Things can really break in the corners)
