I did a search in the Preferences on 'cache' which showed me both of
those that you listed but neither seem to have anything to do with the
"Refresh cache" on verify.

I had once asked why I could not apply the "Refresh cache" in the verify
with prompt and I was told that you shouldn't really need to so it
wouldn't let you do it. However, somehow I'm stuck with Refresh Cache.
I can uncheck it, but it won't save.

In the list of Preferences
- Remote System > iSeries > Cache
and

When I do a verify I have the option of selecting Refresh Cache.
Somehow this got selected and I cannot figure out how to deselect it and
have it saved as deselected. So now anytime I want to run a normal
verify I have to verify with a prompt. Does anyone have any suggestions
for resetting this?
