And then it goes on to mention proxy and firewall
settings. Can anyone comment if this indicates an
actual connection error or if this is just IBM's vague
new way of saying that it didn't find any software
updates?

I upgraded to 1.1.1 and then used it to check for updates. It did not find a WDSC update, but it did find an update Packaging Utility (to 1.1.1 with no problem.) So I suspect there are no WDSC updates available.

Incidentally, updating Packaging Utility failed due to something missing in the XML file. I tried copy/paste but it wouldn't let me copy from the error window. Then I pressed 'Enter' and couldn't get back to the message panel. Packaging Utility does think it is updated to 1.1.1 although starting it gives me an error that I need to go off and investigate, so who knows what just happened?

Anyway, Installation Manager made it through the internet to get something down onto my PC.
