On 7.0.0.4 there is a check box that makes the command prompt before executing. When you get to 'Work with User Actions' it is the check box called 'Prompt first' (under the Prompt button).

Right click member in RSE
User Actions
Work with User Actions
select a user action to modify -or-
new object action -or-
new member action
