I'd like to echo that sentiment, and add to it. The intrinsic value of a tool is that it makes a person more productive. So, you could compare the cost of the tool with the cost of your time and make a decision. In most cases the cost of your time is so much greater than the cost of the tool that the decison should be simple.

But in today's world it's not that simple. New products are disruptive. Change is disruptive. You may face a political battle by introducing a new tool. You'll face a learning curve. Consequently user's frequently demand and vendors frequently yeild to getting and giving freebies before any new tool is given a chance to gain traction. It's next to impossible for small vendors to enter markets that operate that way. And any number of vendors may be in the introductory stages of a product life-cycle, with each offering freebies.

Big tool vendors end up milking one customer base and channeling those funds into new tools to attract a new customer base. IBM uses this strategy all the time. However it appears to me that these latest pricing announcements are a move back toward equalibrium, where the deal is good for both parties.
