The development tools will have multiple components, both server-side (compilers) and client-side (development tools). While I can't give you any specific details, I think the idea is to incent you to get to newer technologies, both server-side and client-side. If you only use ILE, you will pay less. If you move from ADTS to RDi, you will pay less. And I think they'll even incent you to upgrade your ADTS users to RDi, even if you have to do it one at a time.
