Is the Windows firewall running?

I have a brand new laptop that I have installed v7.0.0.4 on. When I try
to create a new connection, the program freezes and has to be ended with
the task manager. I have waited as long as 30 minutes for something to
happen, but to no avail. I have tried turning off the firewall
(McAffee) and even completely reinstalling XP Pro from scratch. VPN
software is not the issue, none is active.

Has anyone ever seen this type of issue before? I thought I'd try here
before calling IBM service.
I didn't see anything in the archives that looked relevant.
