It should entitle you, but you do need to request it.

I don't quite get why the request is needed. Apparently some IBMer gets an e-mail, reviews your contracts and clicks a button that sends an e-mail back to you. The clicking of the button is approximately what sets the flag in your profile that grants access. (Pure guesswork on how it works.)

Until the access is granted, you'll keep getting the page that tells
you to make the request. Of course, the "Request" page hardly has anything on it that lets you feel like you're on the right page.

If you don't get the 'access granted' notice, you'll probably have
to go through whatever the manual process is to find out what the hangup is. Expect a few days before it arrives.
