I was looking at all the 7.0.0.4 (normal, not AE) goodies too. Assuming you did Help, Tutorials gallery, Do and Learn, Create test and deploy a DB2 SQL stored procedure (whew!) you might not have the capability enabled.

Window->Preferences, General->Capabilities. Check that 'Data' is enabled. If you don't see it, try looking in the Advanced tab at the lower right of that panel...
