You could try going into the Preferences for Installation Manager and
deselecting any repositories defined and the checkbox at the bottom which
says to search service repositories.

Why would I do that, though, Eric? Is that the correct procedure? Was
there documentation I missed somewhere? Why did Installation Manager get
stuff from the Internet in the first place? Does it search local
repositories first, and only get what's missing from the Internet? If so,
then why was stuff missing in the 7.0.0.2 zip? If not, then why did it use
anything from the ZIP file at all?

Why, after downloading the entire 1.05GB of ZIP file and following the
instructions on the website did Installation Manager install 745MB from my
local repository and download 810MB from the Internet? Did anybody test
this procedure?

No offense, Eric, but I don't really want to "try" anything. I'd like to
know what happened, and why, and I'd like specific instructions to avoid it
in the future.
