They are both in the same source members.

And my simplest filter only contains one filter:
WKEPLIB/PGMSRC(*) MBRTYPE(*)

The opt-level grouping for filters is, I believe, filter string. Does
you filter have multiple filter strings?

Are they in the same library & source physical file?

If not, then that behavior can be explained ... if they are in the
same source pf, then something else is happening.
