I noticed the same thing with Ctrl-Shift-A.

Under Preferences=>General=>Keys, there is a listing of all default key
combinations.  If you sort the list by 'Key Sequence', you can see that
there are 3 different commands associated with that same key combination
depending on the Category (although I am not clear on what determines
the category you fall under).
