RSE user action example

I needed to convert some RPG III programs to RPG IV today so I could use the outline view to see what the heck is going on in there. As I was starting PDM I figured this would be as good a time as any to try to create an RSE user action. It was pretty easy and very painless; it's a pretty fair approximation to doing it in PDM via a user-defined option. 

I put the example in the Wiki.  Feel free to fix it up :-)
