There has always been a per seat charge for WDSCi if you get it as an
individual purchase.  If you have the compilers bundle on the System i
(5722WDS I think), you get WDSCi Standard edition as part of that software
bundle.  This is still true for v7.  If you want the Advanced Edition
(AE), you have always had to pay more for it, and this is also still the
same.  The reason that the pricing has come up on the list recently is
that there is a new screen designer plugin that is only available in AE,
and CoDE Designer will not be upgraded further.

And also, WDSC AE is a per-seat charge.  As Mr. Dean points out, you used to
be able to get an advanced edition of 5722WDS which would entitle you to
unlimited use of WDSC AE.
