The program used to be a CLP and was changed to a CLLE.  I was on the
telephone with the other developer when he tried to set the SEP, which
failed.  I tried it and was able to set an SEP on the same program.

I had him clear his cache but that did not make a difference.  I will
have him restart WDSc and try again.
