You don't mention which service leve of RSE you are using (this is not the
same as the release of WDSC).  You'll need to check via the RPU.
Using the outline view from the iSeries projects perspective should have no
affect on the outline view.
Do you use project references to ensure that /COPY files are picked up from
the right projects?
Does clearing your cache, and restarting the workbench fix the issue?

There were some problems with older releases/service levels, but all known
issues where the outline view (and incidentally the program verifier, which
it uses) have been addressed.
The next time this occurs, let me know, and I will ask you to submit some
additional information help us reproduce and eliminate the issue.

think that PDM and SEU were removed

contains no way to run interactive
commands or programs and no way to design screens or printer files.
