The JVM might still have a process running. If you have no other Java based programs running you can find any javaw.exe processes running and shoot them.

I have had this issue before and again this morning. I know a reboot will fix me, I have found the .lock file, but it will not allow me to delete it, "file is in use by another person or program". What is the process that I need to kill in order to delete my locked file? Thanks, Diane

Look in the .metadata directory of your workspace for a file named ".lock".
