You can use the DB2 UDB v8.2.2 Personal Developer Edition at IBM's web 
site. 

I am pretty sure that the Personal Edition is available for free, not an 
limited time evaluation.  I found a link that took me to the IBM login 
screen:

Is DB installed on your PC?  My DB install is at C:\Program 
Files\IBM\SQLLIB and the jar is in the C:\Program Files\IBM\SQLLIB\java 
folder.
