You would have to create a program that copied the source member to the
destination lib/file and then remove the original member. Of course, you
would want to make sure that the copy was successful before you did the
rmvm.

Something like this:
MOVMBR SRCFILE(Library/File) MBR(member) DSTFILE(library/File)

and in the CL you
CPYSRCF and if no errors you do a RMVM on the original member

Then just add it to your user options and there you can hard code the
DSTFILE and name it archive source or something.
