Anything that has to do with spooled files comes from the RSE Extensions, 
not WDSC.  The application that pops-up when you take the View option is a 
class that is provided as part of JT400 (which is from IBM).  I cannot 
comment what the problem might be, except that it is pretty crappy even 
when it is working.  If viewing it in text mode does not meet your needs, 
I'd recommend doing Save As ... and choosing the TIFF format.  You can 
then view the TIFF using the viewer that comes with Windows.  This is 
essentially all the IBM viewer is doing and the one built into Windows 
works better.
