Yep, this is a known problem.  (APAR SE26330 )
The plan is to fix it in WDSC iFix 3.

When a /Include or /Copy is indented in /Free code WDSC ghosts the
edit/browse options in the source->copy member menu. The compiler has no
problem with bringing in the source from the copybook but WDSC seems to
