There is a number of decent books that cover Struts concepts, for example:
- Programming Jakarta Struts, 2nd Edition by Chuck Cavaness from O'RELLY
- Pro Jakarta Struts, Second Edition by John Carnell, Rob Harrop 

However, at this point in time, unless you are really required to use 
Struts for your project, 
it might be a better idea to learn and use JSF as it is becoming a 
standard framework for Web development.
It is also well-supported by various tool vendors, including IBM (WDSC).
