Single quote in a text field

A user encountered the following error when clicking on a link to a text 
field:
"Done, but with errors on page."

The web setting as it appears in the DDS source is:
A*%%WB 12 FLD 4 fld=&{VDNOTES1}|value=&{VDNOTES1.value}|func=01 1 
The function of this is to allow a program to be called that displays an 
expanded notes section when indicator 01 is turned on by clicking on the 
linl.

I have determined that the error can be avoided by removing the single 
quote from the text.  Double quotes work just fine.  Has anyone else 
encountered this?
