Yes, I get it whenever I install something new, which I do on at least a 
weekly basis.  I have found that if you just delete these two folders it 
does the trick:

org.eclipse.osgi
org.eclipse.update

By just deleting these two folders, and not the others, you do not lose 
things like the rememberance of your last workspace.
